I dont know if PES 2020 has a settings.exe (PES 2019 had)? There you can do it.
If you get 50-60 while playing, youre fine. If you get less and it drops all the time, you might want to tone down the graphics settings a bit.
However, if your fps are ok, try the following: while ingame press ctrl+alt+del and open the task manager. In the task manager go to the "details" tab and search for your running pes exe (PES2020.exe or something like that). Right click your exe and choose "affinity" then uncheck "CPU 0" and click OK. Go back into the game and it should run smoothly.
It did the trick with PES 2019 for me.
Other things you can try is setting vsync to "on" in nvidia control panel or inspector.
