On this particular fight, after failing it the first time around (got there fairly early) I used Pichon (bird boxer) with a +taunt scroll and his Hand Wraps that give agility on a wait action, and put him in the middle of the room (he taunts and evades nearly all tentacle shots).
I used self sustaining summons in one corner, Claudia's aoe aura in another, and Peony in another.
Set two aoe Spells that dealt enough damage to one shot tentacles, and just played conservatively. If you can get off a Mother's Kiss or two on Claudia, instead of her damage ult, it really helps pad the hp so the party has more time to recover.

By end fight he'll be taking hundreds of damage from anything while doing sub-10 with his Ultra or Spells.
Debuffing Def to minimum (-50) becomes standard solution for later bosses as well.
But you get Claudia *after* Dagon fight...
3 large AoE spells - Tornado, etc.
My above advice is for hard mode.
You said def buffs. Are there others you can give other than the ice shield? I have the ice shield on everyone and nearly 100-200 mb on each character and he still burns me down when he starts spamming his ultimate every turn.
You can manipulate how often Dagons gets to Ult to some extent (delay turns instead of attacking immediately if doing so would charge the Ult, dump all attacks if Ult is charged anyway).

I used Barn Reaper and Beelzebufo personally, but I had Tier 3 summon capacity upgrades by this time. Barn Reaper, Gremlin Thief, and Unilada is also good if you only have Tier 1 capacity upgrade.

Peony - Soul Flame (ranged) + Wind scroll of any kind. This turns her into an anti-water caster, and buffs your wind fae at the same time.
Payachin - Either the arc attack or the beam attack equipped. I found beam attack more useful since it's a flat map and enemies clump together often here. Also I used Teamwork scroll on her, but a lot of scrolls are useful for her here. In retrospect, movement+ scroll might have been more universally useful.
Pichon - Wind gauntlets (vandal coast boss loot), Defense-down scroll

whatever else works for you - Faery Kiss for long-range top-offs is what I used, or AoE blast of some kind to strip the stealth off the female priest before she jumps in on you? I still think Faery Kiss is the safer play.
Strats:
Move through the enemy goons as quick as you can but try not to pull the female priest in the first few turns until you've killed the male priest. Use Barn Reaper and/or Gremlin to enchant as many party members and fae as you can with speed/move up - prioritizing Pichon, and then everyone else. The wind fae's priority is buffing units > then killing stuff. Barn Reaper is great at killing everything in here, or at very least weakening them and setting up melee chains - try to keep it alive as long as you can so it can help kill tentacles later and keep haste buffs rolling. Peony can also help with this early if she is equipped with a wind scroll and has no enemies to hit. Ideally you want Dagon spawning tentacles by turn 6 if not sooner, but the fight is still very doable if you're a little later than that. Position barn reaper and gremlin thief around miniboss priests and other water enemies to trigger melee chains and kill them in downed state ASAP. Take no prisoners.
Check to see how many ultimate bars your Dull Power spell can get rid of if you have it. It's somewhere between 5 and 7 depending on your talisman power upgrades. Use it as soon as the card number matches how much ultimate Dagon has, to strip him back to 0, or close to 0 as you can. He uses Flagellate to gain 1 ultimate power once per turn until he starts spawning tentacles - another reason to not get bogged down with goons for too long.
Trigger the tentacles by moving to the middle of the room as soon as you have the goons under control. focus only on tentacles but keep Pichon close to Dagon's head but not adjacent to him in case Peony's chain splash back to the head - DO NOT use Pichon to directly attack Dagon's head unless Dagon's ult bar is already full - because at that point there's nothing to lose. Use anyone in range to grab the treasure chest if you can get the tentacles under control quickly.
You want to eat as few of Dagon's ults as possible - I had to eat 1 in my clear on Hard mode but it was unavoidable, and it didn't wipe me since everyone was at full HP. Try to keep party members enchanted with wind from your Barn Reaper or Gremlin so they can cover a lot of ground to swat tentacles. Once Dagon's mana barrier is gone from killing tentacles, killing more tentacles will crit him hard, and Pichon's ultimate will wreck his face. Pichon Ult on Dagon only if Dagon's ultimate is already full and you're planning to Dull Power spell on him before he gets his turn, or if it you think you can finish him that turn before Dagon retaliates.
Use Starfall any time you feel overwhelmed by the amount of tentacles on the board. It will take 2 to low HP and kill every 3rd tentacle (arcane spells are like that)
Peony with wind scroll usually one-shots tentacles unless Dagon buffs them with +HP pool, and her Chain ability is godlike on this map, if you can find the time to apply it. It's better to kill a single tentacle or target than to charge her Chain and let a tentacle or enemy get a shot off. Pichon with Defense-down scroll and the wind gauntlets from Vandal Coast trilogy mission (requires level 3 manabike to access it in Rohwan) will also kill any tentacle with ease in a single attack, and demolish any enemy on the board leading to the boss. Payachin's EX move is thunder based and empowered while standing in water (think of water tiles as localized rain weather tiles - buffing water and electric as you stand in them). She can one-shot tentacles with her EX if she has the gauge for it. If not, just shoot them with water from a water tile to weaken them and built the gauge, or take a moment to heal anyone who may need it, which also fills her gauge. Never use her Ults on tentacles - it's a waste of ultimate power and overkill for one tentacle.
ABC - Always Be Charging [your characters' ultimates] when possible. Never have Payachin use "Wait" if she can attack or heal someone. Part of the reason I like Teamwork scrolls on her is because she heals herself naturally by healing others and charging her ult - similar to the Beelzebufo fae. It also makes her Tranquility Reaction procs cover a lot more ground.
