Report a translation problem
In those settings is an "endurance mode" which restricts fps to conserve battery.
I have turned this off bit can randomly turn itself back on after a restart, which is really annoying.
Have it back up and running with good fps.
If you're forgetful I guess it's nice, but it's often a PITA as it can actually downgrade your drivers if you download them straight from Intel or whoever.
Glad you figured out the problem though, hopefully you can figure out why it turns itself back on and how to disable it for good.
