Should I have this Windows feature enabled while using this?

IMO, you should definitely always have it on. and optimized gaming for windows in windows 11 if you have that too. Makes needing Fullscreen optimisations having to fullscreen for games a thing of the past.

if i enable that option i get a black screen in every movie-anime etc... i have to disable gpu hardware acc.. idk why

Its because there is something called DRM on streaming to protect the copyright content to be recorded.
