Yes, and none of them really relate to the problem

run cmd: sfc /scannow as administrator right, then restart your pc after that

It crashes when UI framework calling the system API, nothing I can do here.
I see that it has something to do with a user setting to automatically hide scrollbars. It's in the accessibility settings. If you've ever changed any settings there, try reverting or turning on-off. Windows update, if available, may also help.
