Looks like you never cap the fps. For frame generation x 2, you need to set a target fps. For example, if you want 144 fps ultimately, you need to cap the fps to 72, so that it will double it to 144. If not, the game will run to the max fps that your monitor allows and there is no point for frame generation.
The fact that it works with Xenia is because that emulator has its own fps cap at 60.
