Though if i had to use an LS upscaling algorithm right now, for the purpose of improving video quality, i would use Anime4k.
You might want to look into MPC-HC/MPC-BE in conjunction with madVR.
I think OP will need to look into AI Remastering. I'm not very familiar with it however, so can't recommend what is best sorry. I will say though just be cautious of any "free" AI converters. Never upload anything personal or confidential.

Just checked again and Anime4k is the only algorithm that applies noise-reduction and line-thinning to a degree useful for "improving" the quality of old videos. i.e. Removing noise and making it look like a higher res video by thinning lines. It seems to geometrically correct these lines as well. Pop out a 240/360p video on Youtube and compare if you don't believe me.
