What excatly do you wanna do and what have you tried already? What LS settings did you use?
For scaling, one of the ways to do it:
1) set your desktop resolution to your target resolution
2) go in game, set the in game resolution to a lower resolution than that of desktop, then set it to windowed. Then the game will be in a small window that does not cover the whole screen.
3) in LS, choose auto for scaling mode, choose LS1 for scaling type (people say it's better than FSR)
4) activate scaling
In that case, you are running the game in a lower resolution, then LS upscales it for you, thus having a better performance, maybe?
Also, what's your monitor's refresh rate? You may play above 60 fps if your monitor allows. Then you can start with a base fps of 40 or more, giving you more stable frame gen, hopefully.
And for v-sync, I mean v-sync on for LS, done in graphics control panel, not in the game or in the LS UI, just to be clear.
