Do you mean in-game or the Scaling Type in LS? If you don't need to scale your image then set Scaling Type to Off.
The fps should be like 30/60 or 40/80. Anything that the second number is a double of the first one (if you use x2).
If you still can't see the fps counter, or the numbers are weird, you may have not done right.
Yes, 30 framecap in game for x2 framegen. I personally use Vsync off in-game and Vsync On in the GPU control panel.
