What I mean specifically is trying to see if forcing 30 FPS on 1080p will allow you to play at 60 FPS or if forcing 40 FPS on 1440p will allow you to do so.
Also consider the possibility that using something like riva tuner (i.e. another third party app) is attempting to override the Lossless Scaling's attempt to double the FPS (Lossless Scaling is saying "60 FPS" and Rivatuner is saying "no, the user wants 40") and this "fighting" causing you to see a middleground. I'm not saying that's what it is, but it could be.
While what I'm going to suggest next offers no solution for Elden Ring, SSE Display Tweaks mod for Skyrim SE ( here: https://www.nexusmods.com/skyrimspecialedition/mods/34705 NOTE: This also needs other mods such as SKSE and Address Library for SKSE Plugins, conveniently found under the requirements tab there) allows you to limit the FPS of the game internally. If you already have displaytweaks (Such as pretty much 100% of all wabbajack modlists have), consider limiting it in there instead of in rivatuner.
If you want absolutely nothing to do with skyrim modding and/or would like help with Elden Ring: consider using first party driver programs to limit FPS. I don't know the location for AMD, but the NVIDIA control panel allows you to limit FPS for individual programs too under "Manage 3D settings -> Program Settings", and see if that works. Make sure to have toggled Riva's off as you don't want all these apps fighting each other.
Test which one works (if any) and see if you can come to a resolution (no pun intended) you're happy with.
