cannot get to work in ffxiv

i have tried setting in game to half refresh, and i have also tried setting fps in nvidia control panel to 50fps.
activating frame gen no matter what setting i change gives me 100/100 in the top left corner instead what i think should be 100/50 in the top left corner. the game is running at 50fps as shown by the fps counter in the settings menu
im using a 4070 and can maintain 50fps in game. its super stuttery when activated and i think it has to do with the 100/100 in the top left corner.
im not really sure how else to explain this
any help please?
ive tried every capture api, vsync on and off, performance mode on and off.
