not sure how you are viewing your anime but some web browsers/ video players dont report the fps quite right so its a pain to set up. VLC and Chrome work fine tho. Kodi on the other hand does not, firefox didnt report the frame rate properly neither)
however if you want your anime (downloaded) to look even better i recommend using MPV player, and add the Anime4k shaders directly into the app, it gives a much cleaner look than lossless scaling does, you can also add reshade to the MPV player, then use Lossless Scaling for the framegen.
3D scenes or hybrid 3D scenes are becoming more and more popular now.
For 24fps (most anime and movies, 2nd most stupid standard, which needs to die already), you'll want either full refresh framegen at 48hz, 1/2 rate framegen at 96hz or 1/3 rate framegen at 144hz.
I personally like 1/2 rate framegen at 96hz best as that give you better motion smoothness but still some of the stoppiness that the animation was designed in mind with.
Iv'e found Lossless scaling to work well on Firefox, setting the Capture API to WGC gives me the best results on windows 10 22H2.
yes, anime does a lot of duplicate frames or at least animation-wise, the video may be techincally 23.976 fps, but the the animation is far far lower, as low or even lower than 15 fps, it doesnt get quite smoothed out as much as a video as real life or 3d footages.
Have you tried adding custom refresh rates via custom resolutions? If you enjoy cinematic content on your device it's probably worth the effort.
You can add custom resolutions via your graphics drivers control panel (on Nvidia atleast) or via ToastyX's Custom Resolution Utility or CRU for short.
If you use multiple resolutions i can recommend Hotkey Resolution Changer or HRC for short. Very handy, iv'e got ctrl+alt+shift+0-9 setup for different resolutions. Switching between takes seconds.
i did some comparisons, between the highend preset for anime4k in mpv, lossless scaling anime4k and ACNET presets (view each image in full screen, preferabley on a 1440p screen)

Just no differense at all. What am i doing wrong? Tried mpv, vlc, potplayer and browser (Kodik player). No one is working. Fps boosts from 24 to 48 in everyone, but upscale doesn't work
About video/anime upscaling:
if you own a Nvidia RTX gpu, then I suggest to use the Nvidia RTX Super Resolution feature.
it will upscale any video from the browser and local files (MPC, maybe VLC player works too).
that feature will clean the image from artefacts and will make anything smother and sharp looking.
anime4k is from what I have seen, just a sharpening effect.

Do you know if RTX Super Resolution can be activated from the legacy NVCP?

how do you actually use this anime4k? do you just open the videoplayer and then press the shortcuts or skale button on the player window?
I have bunch of .glsl shaders downloaded, but my videoplayer does not support this format. so I stick with my linked above solution.
