lossless scaling makes my game wuthering waves worst and looks like it caps frames at 30

i tired to get rid of some micro stuttering in wuthering waves , but after i use lossless scaling the quality of the image just becomes real bad and flickering and frams drop to half .i make sure the game is running on windowed mode and i select my gpu on LS .im using a razer advanced 15 gaming laptop so i dont know if this works only on desktops or smth .
