[Suggestion] Add Anime4k Scaling

Oh, I didn't consider Visual Novels. Yes, that's probably a great use case for them.

Btw., I only now found out about Anime4k through this thread. Is it that good?

Anime4k much better real-time anime upscaling than other algorithms.

The repo Magpie use the outdated edition of anime4k, and the hlsl version of a4k is not the scaler at all.

There's an English fork of Magpie if anyone wants to try it. I've dabbled with a bit on visual novels (9-Nine-) and it seems to work pretty well.

Heads up that ACNet gives much better results than Anime4K, which produces lost of details and oversharpens the image.

A lot of emulators would benefit on that. Mostly 4th, 5th and 6th gen games (6th gen for the handhelds).

Hideo Kojima's Policenauts is an interactive anime film with artwork done on actual cels and film and it would look really great upscaled to 4K with Anime4k.

I tried Magpie 0.7.1 for upscaling and there FSRCNNX and ACNet gave me the best results for VN uses. Very good results, would be cool to see this functionality in Lossless Scaling as well. Will be using Magpie for VNs.
