First If ur monitor is 1080P...reduce the game resolution to 720P and put the game in Windowed Mode...
Then use Scaling of 1.5 and Use LossLessScale...
It would be like playing the game at 1080P but with much more FPS...as the game is being rendered in 720P and is being Upscaled to 1080P by FSR...

If yes...you might have 2 to 3 FPS reduction.
So at a scale of 1.5... you have to set the game resolution to 1366*0.66 X 768*0.66...which means 910x512..
So, Set the game to a resolution of 910x512 and put it in Windowed mode..
Open LosslessScale....select AMD FSR..........Set Scale to 1.5.......Sharpness to 1...... Select Game window and press Ctrl+Alt+S...
And that's it... You will get the image quality of 1366x768...
Also, FSR has been made to work for 2K and 4K Resolutions...So, the result in 768P may not be good but give it a try..it will work.
You get less fps than thr native resolution or you lose a few fps? Don’t bother with Cyberpunk, that game will always struggle. Enable CAS and prioritize fps.
Lower raw resolution will be better, if you run in window mode with native resolution size you don't "lose" quality... but if you force fullscreen outside of your monitor native resolution thats when things became ugly and that what upscaling process is made for FSR try to maintain the native resolution quality on a higher resolution screen but will use system resources cpu/gpu etc...
