is there another tuning shop in the game was at CRC and noticed that all the Ferrari had been tuned up I purchased a tuned one at used car shop level 2 , do you have to get to certain miles or level before the shop shows up .

Agree also heared that some people tuned it to max lvl by using some cheats.

You can buy Tuned Ferraris up to L2 in the UCD. Only the C3 and A3 cars. Dino, 308 Quattrovalvole, California and Scaglietti. Also DLC Ferraris were available at the UCD before DLC2 so some of them are tuned as well.
The rest are hacked or modded cars. You can get flagged and banned from online play for using hacks.
The reason Ferraris cant be tuned is because of the license agreement. A bit strange as they could be fully tuned in TDU1 and now they are obsolete in a lot of TDU2 races.

thanks will check the DLC and see what there saw a level 6 tuned one so fast yeah the cars in TDU1 are the best lambo ferrari and very fast bikes had racing f4 386 kph and the dtm was a nice car also
