Title says it all, I don't own this game on steam sadly though, and I don't trust any of the downloads for it online, so it's kind of a lost cause for me lol
safest way I can think of getting it is borrowing an account that owns the game

There's something called "Project Paradise 2", a mod team bringing up their own servers to bring the game back to life.
On their Discord (which I won't link, for reasons) you can find a fully fixed, updated version to download the entire game as they see it as abandonware. And yes, it's safe to use.

This. We know that these versions are trustworthy, thousands of people downloaded them and no one had any virus related problem except the usual false-positive detects. Please don't waste your money on a 150€ Steam key, since you can still get the game the other way. I recommend you join our Discord, google it and you'll find it.

Another option is called TDU World, it's a fanmade restoration of the online functions of the game. It works fine for me (apart from not being able to get nat 2 setting so casino is... malfunctioning really), but in the gameworld it runs smoothly.

I do not condone piracy, but in this case it is somewhat justified. The first TDU is already on abandonware sites anyway. Also, TDU2 right off Steam doesn't work, so you would need to use the official unofficial patch to get it running, meaning all you get from Steam is the bulk of the game files, but you won't use the Steam executable. So I would think you can pirate the game, then apply the official unofficial patch and go about your day playing it without risking viruses.
