After following your post, I got curious and wanted to see if I could duplicate your problems.
I uninstalled TDU2 from Steam and deleted all folders and files pertaining to it. Cleaned it off my system completely.
I downloaded it again from Steam and let it do its thing (updated the 1+GB file and such). After giving tdu2 permission through my firewall I made a online profile and started the game.
After the intro, getting my car and going to my house I left the game and created a folder on my desktop and put the Universal Launcher v3.3 zip file, the tdu2 unpacker v2.2 zip file and the tdu2 patch (for unpacked).exe in it.
For the universal launcher I copied the tdu2 offline.bat, online.bat and universal launcher.exe to the steam tdu2 directory. I created a shortcut on my desktop for the universal launcher.exe. When you open the TDU2 Universal Launcher click on 'Tool' in the upper left hand corner and select 'Settings'. Make sure that the steam tdu2 directory path is in the 'Select the TDU2 root folder' box.
For the unpacker I sent all files to the steam tdu2 directory. Then I double clicked on the unpack_full.bat file and let it unpack. Took about 3 minutes.
Last of all, I double clicked the tdu2_patch_(for_unpacked).exe and directed it to the steam tdu2 directory. It installed the patch and I launched the game with the universal launcher. The splash screen came up with 'tdu2 unofficial patch' on it. I clicked start and was taken back to the house where I had left off.
It all took about ten minutes after I left the game from the steam fresh install.

It clearly states in Tdu2 Tos and Eula, Do not unpack files. No Mods allowed.
