An TestDrive2_d3d9.log get's generated but that's all. It also has no helpful information,
- Go here: https://github.com/doitsujin/dxvk/releases
- click "dxvk-1.8.tar.gz";
- download this file, unpack it with WinRar or 7zip;
- go to "x32 folder".

I had that problem too and found a solution.
You'll need to patch game exe with this tool:

It will allow game to use more RAM.
For me, it fixed random crashes, which were present after installing d3d9.dll. Game now works just fine in 4k with 60 fps lock, map also works. Graphic card is RTX 3070.

I have attempted to disable my antivirus, tried the Alt-Tab method, and every method I could find to fix the stuttering, and none of them work. The only fix is using the x64 files, which crash the game on the map.
I will also note that I am running the "unofficial patch" version of the game, since it helped reduce stuttering and everything I did to the original game wouldn't work.
I am running an i7 quad core processor, NVIDIA 1650 GTX graphics, 16 GB RAM... This computer should be plenty powerful enough to run the game smoothly, and as shown by the x64 files, it definitely has the capabilities. Any suggestions?
