There is a community server in the works, since tdu2 servers shutdown in november 5.

First, the game was already in quite a poor state for the last year or two. Servers were down more time than they were up. Atari's statement was pretty non-surprising. And since nobody except devs/publichers have a server software for TDU2 there is no way to play the game online no matter what version you have, retail or Steam.
Second, you can still play the offline portion of the game (like 75%), which is big enough to entertain you for quite some time.
But yeah, there are also people who are trying to create the unofficial TDU2 server, link above.
