Go to the shop. Talk to the manager. A list of cars appears. Scroll to a car that is above (or below) the DLC car you want. Press "Enter" (or whatever button there is by default) and immediately press/keep pressing "Down arrow" (or "Up arrow", respectively).
By doing this you're moving the cursor from one car to another before the purchase window opens. And when it opens, it opens on that other car - presumably, the car you want. You gotta keep trying because it might not work from the first time, but after you get the feeling, it's easy.

Open the cars list in a shop. Press whatever button there is for "Confirm" action. Immediately after that keep pressing "Down arrow" or whatever button there is to navigate the menus. Take note, you have to keep pressing, like press, release, press, release, etc., not just press and hold it.
It's not a magic or hidden button, or a secret code. It's just navigating through the menus faster than the game expects. Keep trying and you'll notice how the cursor moves before the next windows pops up.
Watch the video again. On 0:15 he places his cursor on Veyron Grand Sport (which is a normal car). Then he does the trick and the car that opens up for purchase is Grand Sport Sang Bleu (which is a DLC car). Carefully rewatch what happens at that moment: 0:15-0:17.

What's the version of your game, by the way? I don't know, maybe that's the problem. You can see the version in the bottom left corner of the game launcher. The last version is "TDU2 DLC2 v034 build 16".
