I have seen this mentioned before, but unfortunatly looking in Services there is no option for SecuROM to turn on.
I do not see or have the option to activate SecuROM, if you could share a screenshot with how it looks or where it is.
As for Directx, yeah I got the newer version.
btw I'm Win-7 and I also need a walkthrough how to do all this with 10.
I use a different launcher. It seems to not need the SecuROM service to launch the game. Heres a link to it:

You just put all the files into C:\Program Files (x86)\Steam\steamapps\common\Test Drive Unlimited 2, run the .exe file and click on tools then settings and set up everything in that window. Sorry if this is a little complicated. This is the only way I know of bypassing SecuROM.

Are you on a windows other then 10, or a windows 10 that was upgraded from 7 or 8?
