In fact, you are right. We do estiate sell numbers via steam, as every publisher does, but we do not wait with releases, believe me.
Almost each of our games is created by a different developers. We often support small teams of professionals who want to create games with financial founds, assets and promotion. They give us an idea, we give them time. Once we get some insight into the production and a trailer - we start to create steam accounts for these titles. It is hard to estimate when the game will be released though. We set dates when we expect them to be finished, but devs are usually not able to finish games on the date we set. In this games, games are listed as 'coming soon'. It is a part of a marketing campaign as well, obviously people have to know about the game before the release to buy it.
Often we get dates from developers as well, in this case - we post them on Steam. We are more carefoul about these recently though, as it became a popular trend to not keep these dates as well by developers, and we were forced to delay games and deal with the negative feedback.
Summarizing - we release games once we have them and they pass our QA tests. But often - it is hard to estimate the release date, that's why many of our titles is listed as 'Coming Soon'.
