Steam is stuck on a loop, it says hidapi.dll was not found

SetMonitor.exe - System Error

The code execution cannot proceed because hidapi.dll was not found. Reinstalling the program may fix this problem.

When I press ok IT REOPENS and after trying to launch steamvr it gives this error again
I am stuck in an endless loop

This started happening after the update that came out at 12:41 today
