Daydream controller must be used with a Daydream compatible phone. Pair the phone to the controller, switch it on and set the renderer to GoogleVR/Daydream in the app's settings.

No, Daydream only supports a single controller, there's no way to modify it to support multiple Daydream controllers. You may be able to use Driver4VR to support multiple Daydream controllers paired to a PC, however it's not my software so you will need to contact that developer directly.
