Is it possible to copy over mods from steam files and manually install them offline on another computer ?

You can copy Steam Workshop items and use them offline.
I did it myself.

Local mods folder:
C:\Users\[yourusername]\AppData\LocalLow\shixue\BloodySpell\Workshop\weapon
(Yes, everything are under the "weapon" directory.)

Alright I will try it, so I just copy over the files from steam to the local one ?

Keep the individual mod in its own folder. In other words, each mod should have its own folder in the location specified above.
