Report a translation problem
(Dragon Slayer is past the lake right before you enter the temple where you first encounter statue boss, for rest check guides for achievements).
There are also some weapons (like Jinling stuff) that is placed statically in levels but those are of lowest quality.
Rest is random loot and merchanidse at those monuments you can buy stuff at.
(Chaos weapons are basically impossible to get on your first playthrough since you need those Transmogrification skills to get to them, and you only get them in NG+).
Armor is basically the same way - random loot with few pieces statically placed around the levels (like Faceless set - it doesn't have gloves though).
I've went through the game twice (Normal and Hard) and managed to get everything - granted, I didn't skip fights and opened everything I could find (I was also exploring quite thoroughly).
Oh, there's also Armor-gold weapons and armors that drop from the Gold Guardian at the end of Jinling City area (right before you enter the final wooden temple). I guess you could get to it, quite, and continue on easy/normal, defeat him and repeat to farm it.
What just worked for me was choosing "Select Stage" and choosing difficulty I wanted. I then played from the very beginning right to the end using Continue and always selecting 'Hard' difficulty (it may not matter to you if you just want to run specific stages for weapons and just jump to what you need). There isn't more to that AFAIK.
Either buy DLC for Sister Li or play multiplayer mode "Guardian" (or something like that) and fight off 28 waves of enemies (you can do it solo) and hope you get her skin (the correct skin has an icon of her facing our left - you can get other sister skin but it doesn't have staff).

And then let yourself feel stupid for a while for being lazy and not even bothering to properly read someone's reply to your own frickin' question.
There are at least 2 sister skins. One of which is just that - a skin. It comes with no weapon and you can use whatever (works like any other skin in game).
Then there's a skin that actually converts your character (you can't use any other weapons than the provided staff - there are no other staffs in game either, except maybe on other similar type skins if they exist at all).

But I will try them again, maybe just bad luck in the extra mode or something, but maybe I'll purachse a DLC when they are off so thats ok too. Just wanted to ask again if something changed in the game so like you can't get the achievement atm or so. Thanks bud!
It's multiplayer only. It's a mode where you need to protect Sister standing in the center of the map and have to defeat enemies coming at you in waves from 3 directions.
It's possible to host and start the game even if you're alone.
