Try that and if doesn't work I'll try to conjure another idea.
The quest just automatically completed for me, as well as many other quests. I'm not at the beginning of the game though. Quests were recently implemented.
I now want to start another game from the start, just to feel the pain again.. lol.
But I'm pretty sure I'll mess it up and I will end up destroying my current game.
It's quite possible that there's a bug, but it worked for me, no autocast required.
Try a save-load cycle and / or turning it off and on again, to see if that helps.
Check for updates too, while the game is off. Unless you've reconfigured things, steam will only update things if no things are running.
Maybe something ate your completion flag and the game needs a restart to clear it before you can get it again.
