Training program ?

I bougth this game recently and finished US campaign and first Japan missions on easy level with full victory points. I have seen lot of gameplay videos where Training program was available after first missions. There is a reguirement that have units have be level 2. I could not reach it even after second mission on challenging level with full victory points for any unit. Please advice how to get Training program after first missions.

Focus on one unit to level up, whether it's a ship or plane, and use them to deal damage to the enemy. If using a plane then I advise you use non-core fighters to soak up overwatch fire so you can get your core plane in and deal damage, but these units are vulnerable to the ai just ganging up on one plane and focusing it down. If you're leveling ships, focus on having a battleship bombard the enemy every chance you get, making sure units are spotted and identified for maximum damage. Really you want your core units dealing the most damage while non-core units are used to mop up and soak up enemy fire.

All in all, be aggressive with a chosen unit and try to keep it alive. Some units are easier to level up and survive than others.

Is it enough to have only 1 core unit 1 level up or need 2 levels up ? In Pearl Harbor I succeed to get only my core sub 1 level up and that was not enough to get Training program.

I tried Pearl Harbor again on challenging level (enemy strength 100%). Now succeeded to level up core torpedo bomber by 1 because killed hero when sunk Arizona. If played again probably could get also core dive bomber up, now it has 87/100 points. But no way possible to get all core units to next level. So my question is: How to get Training program available after Pearl Harbor (or Coral Sea) ? In youtube videos guys are getting it even without trying to get some specific unit levelled up and playing with enemy strength 80%. Playing next Japan mission Plilippines is really difficult without level updates like scouting for destroyers, especially first turn where have to take enemys airport on first turn and kill some enemys subs.

same issue and it even show it happening in the little cut scene. I watched the same youtube walkthrough thats in the game and it doesnt work. Not sure what the trick is, but keeps saying i dont have a ship high enough level.

In US campaign, the marines the game gives you for free is level 2 and you automatically qualify for that upgrade
