2. Click on the UPDATES tab, then click the box under Steam Cloud so there is no checkmark in it.
3. Go to Steam install folder\userdata\XXXXXXXX\991560\remote
4. Delete the file called OPMSaveData
5. Start the game up, it will say corrupt save data do you want to delete it, select yes.
6. While the game is running you can turn on Steam Cloud again and enjoy creating your new Hero.
Thanks to Stumpy for a fix to corrupt data that happens afterwards after restarting and play through a new character, and saving.

yo i think i found a fix for that constant corrupted data loop. just go into settings -> downloads then hit clear download cache. it worked for me, i don't see why it won't work for you
edit: could also be talking out my ♥♥♥ since turning off cloud sync in the settings might also contribute to that factor and not the cache.
either way i got it to work again
Hopefully the OP will pin this stuff for people.
Same problem, here
Now, even when I agree to delete the corrupted data, make a new character, and exit, it still says it's corrupted when I attempt to continue! I kept a backup of my OPMSaveData to my desktop, just in case.
I noticed a folder called EasyAntiCheat (that's OPM's anti-cheat software) gets created in Appdata\Roaming, and EasyAntiCheat in Program Files (x86), but that's all I could find.
One thing I discovered is I did not get the corruption message the first time I ran the game in offline mode. Every time thereafter, I received the corruption message, even when offline. Regardless, the fact this is happening at all offline tells me it's not the Bandai Namco server kicking us out, nor is their server trying to match our save file with data on their end. It's all local.
I have a bad feeling some people will be in for a rude awakening in the morning when they can't load their save file.
Delete Folder 991560..and then play as usual, checklist Steam Cloud If you want to Cloud save, you good to go
Its kinda strange, their other game ( Jump Force ) had new save more than 1 slot
