(64-bit, DX11) fatal error address = 0x0 (filename not found)

game wont start...i get the bl2 splash screen then it crashes

anyone know what would cause this
or know how to fix this?

I tryed:
uninstalling and reinstalling
restarting steam
restarting computer
changing my graphic settings

found out if i launch it with out steam vr it runs (using the oculus software)
