cheat (or fairly raise) operability

I won a ministry (industry specifically) and aparantly the ai utterly wrecked it before giving it to me. Its at permanent -25 operability, nothing seems to raise it, I even waited a full more than a year for corruption to fall to 0 to see if thatd do it. It has money in the budget, both update and raise on, and its just not going up. Since i really want to actually play the game, is there any way to cheat operability into it? or somehow legitimatly raise it?
