First you have to make sure you finished the main story quest "Professor Weasley's Assignment" and have reached level 18 with your character.
Then you need to travel to Hogsmeade. At the boarded up shop near Spintwitches Sporting Needs you should find a house elf sweeping the floor in front of the closed shop. That is who you need to talk to to get the quest started.
