Not if it was intended to release game as full instead making players pay more for them for random mission dlcs.
That gave WB the opportunity to have someone make a separate, full priced Quidditch-focused game, especially with the feedback of how many HL players wanted it.
They even put a character from each HL house into the game as a "winnable" character skin.
With that, the WB execs pretty much sealed the deal that HL and its follow-ups will not have Quidditch. Expect characters from all popular Wizarding World games to end up there instead.
(I find it interesting they chose Ominis for Slytherin. From the footage, the character doesn't use a wand while competing and shouldn't be able to see without it. The character also looks directly at other characters which Ominis doesn't do in HL.)
Probably something to do him being descendant of Salazard.
HL ending spoiler:
HL ended with Ominis having an even greater dislike for his heritage and all Dark Wizards when his theory about Salazar's tolerance was proved 100% wrong. Anyone who knows his story would know he's not up-ons with his lineage, but would Quidditch Champion players know? If they want that skin, probably. If they want that skin, they also probably don't care.
I am sad that WB has all but guaranteed we won't see Quidditch gameplay included in other games, including the HL follow-up (whatever that'll be).

Yeah, that's not canon for.....obvious reasons. Its just let you make a team of your favorite characters.
I really don't want to see Hermione playing Quidditch with Thomas Riddle on the same team or some such. We all know someone's going to do just that in an online match-up even if we don't.
For HL's follow-up, I'd want Quidditch to be just the story and incidental characters of that game as appropriate to the story rather than rampant fan-service sprayed all over the place. Thanks to the existence and stratagem of Quidditch Champions, the most we'll get elsewhere is seeing NPCs play it and possibly having outside influence on the games. Participation in Quidditch just ain't happening.
(Never say never, but it'll be never as long as QC is out there even if it's not strictly canon. Apparently, it even uses different rules, but let's face it. Quidditch in the books seemed to be designed by someone who didn't really know sports very well and went for a magical Calvinball experience instead—except the rules aren't changing every time and nobody wears a mask.)
