No, it doesn't. I get stable 60 fps in most cells, aside from the busiest part of Hogsmeade.
Stuttering seems to be much more common with people who are playing from a hard drive rather than an SSD, or are using a GPU with 8 GB of VRAM (or less) vs 12+ GB of VRAM. Having 32 GB of RAM also helps, but that matters less if your GPU has plenty of VRAM.
Anyone can verify that Hogwart's isn't recompiling shaders during play by checking the last-modified timestamp of the precache files in C:\ProgramData\Hogwarts Legacy.
This video helped me immensely. I'm using a 13900KF and 4090 and have issues with stuttering in various games. I checked the DPC latency of my PC and it was awful. DPC latency checker is a utility you can use to asses yours. As the video explains, stuttering can be a result of power plan settings in windows. The video provides a link where you can download 5 additional power plans that may help your situation. Worse case, it doesn't help and the video demonstrates how to remove the power plans, which is very easy.
When I'm doing low impact activities (i.e., not playing a game), I use the power saver plan with option to not sleep. When gaming, I use a high performance power plan. It may be worth checking out. It's a bit of a pain to have to switch power plans like that, but the performance increase for me was enormous. I play the game at max settings, smooth as butter.
