The fix was to delete sl.pcl.dll which you can find from properties, installed files, browse then use this: Hogwarts Legacy\Engine\Plugins\Runtime\Nvidia\Streamline\Binaries\ThirdParty\Win64
It will be in the win64 folder, I think it has something to do with DLSS from what I've seen but it worked for me!
Tried this and it didn't work... BUT I noticed that one of the DLLs on this folder was where I saw the game was crashing on the logs so I tried something crazy that shouldn't work... and nuked the whole folder.
And to my surprise, it DID work. I'm running on Proton/Linux, so it might not apply to everyone else. Steam handles the shader compilation and those libraries handle that in the game, so it might have caused other problems

no run as adm dont fix, exceptions on windows defender too....
