Report a translation problem
After making sure there were exceptions for it in the AV and firewall, updating my graphics drivers, (but the graphics app couldn't find Hogwarts Legacy to list in my games even when pointed at its install directory), verifying files 1 reacquired, playing around with compatibility settings on the .exe, and antivirus scanning the .exe, I looked in the antivirus quarantine folder.
My antivirus kept quarantining one file, the .exe, as a .Generic and leaving the program folder with a... dummy .exe?
I reported the original file to check for false positive, and restore/exceptioned it.
Once the all done popup appeared, the steam file integrity check finished fine and it loaded fine, though shaders had its usual issue of sit a long time at 10% and jump to 100%.
Geforce app/experience is detecting the game again. Mainscreen mod page is working fine.
It scans clean as a per file scan, but it was retrieving a file that was quarantined, and I'm a teeny bit concerned the positive wasn't false. Do at your own risk.
So now I just need to play a while soon and see how stable it is, but I've used up today's free time sorting it out.

In my case this fixes stuttering and freezing. Freezing sometimes makes laptop non responsive and it has to be boot off manually. This is concerning.
Lag spikes and stutters, even on low native settings w/o rtx. This might be nvidia's dlss 4 version playing bad news for demanding games as hogwarts legacy.
Maybe a game update paired with a more comprehensive driver update from nvidia?
Hope something fixes this. I think also AI powered graphics are ok but if something is not really tested why should it be deployed to the public? (Game was running fine before 30 Jan mod update, around the same date that DLSS4 from nvidia was updated in driver)
