If you're sure that you've put everything in its proper place, (check again) then take a look at the date of the mod. It's entirely possible that an update to the game may have broken the mod and it needs to be reported so that the creator can fix it.
Unfortunately, this is always an issue when it comes to games which are still being supported by the developers, updates can break mods, and if the creator isn't informed or otherwise has moved on to other things, then the mod is as good as dead.
That's why mods for older games tend to be better, because the game itself isn't going to change, ergo mods which are known to work will go right on working.
Merry Christmas.
