An actual fix for poor frame timing stuttering/low fps/poor game optimization.
This is basically a repost of a comment I made in another thread. I spent literally days trying to figure out why this game was running so GD poorly on my i7-13700kf 16G ram, 4070ti at 1440p. Turns out WB Games just doesn't know what they're doing but there is a way to actually fix everything to make the game run like butter. And yes DLSS4 works perfectly, just force the latest version with the Nvidia App. Same with frame gen, it actually looks great with no screen tearing like it will do without these fixes.

With these fixes, DLSS quality +FG, game settings at HIGH except for sky set at medium, and ray tracing off on a gsync monitor I run between 90-120fps and it's VERY smooth frametimes. Literally 20x better looking game with smooth visuals and almost no stutter at all.

There is NOTHING you can change in the game settings/nvidia app/windows settings that will make the game run smoothly without using this fix. Hopefully this saves other folks the hassle of digging through 2 years of supposed fixes that are 100% irrelevant to the current state of the game in 2025.

The actual fix is to turn off vsync in game and in the nvidia app if you're forcing it.
In-game setting set the framerate to unlocked, same with the nvidia app.
Use RIVATUNER to cap your framerate something at or below your monitor max fps and then play around with that cap in-game until you get it fine tuned.

I have Rivatuner set to cap me at 120fps on a 144fps display and it's silky smooth in-game with only a couple of transition stutters per minute if I'm moving around a lot. Plus DLSS4 with frame gen ACTUALLY WORKS and is NOT a horrible screen tearing mess with Riva capping the framerate. Seriously, you can real-time adjust the Rivatuner frame cap and you need to adjust it for YOUR MACHINE, don't just use my 120fps cap, find what looks/feels best on your exact setup.

It's like an entirely different game, I have no idea how WB Games screwed the pooch so bad on the PC optimization. I was literally at the point of refunding the game yesterday until I dug in deep to see what fixes are actually working in 2025 for smooth gameplay. Turns out it's mostly the Rivatuner fps cap that does 80% of the magic because the game has some broken backend code that refuses to work correctly using the in-game stuff and the Nvidia app stuff. All other options throw the frame timing completely out of whack, for some reason Rivatuner fps capping actually fixes the frame timing problem somehow.

If you want to push it even a little further and get that last 20% smoothness I also strongly recommend checking out the "Ascendio III" mod on Nexusmods. It corrects a lot of broken UE4 .ini stuff in the game files that the devs were too lazy to fix. Single file to download, EXTREMELY noob-friendly install, just run his program, pick which of the 4 things you want installed (basically pick them all except the one that turns DLSS into FSR if you're on an Nvidia card) and then hit the install button. Nothing else to fiddle with in the game settings, it's an .ini edit that will always be in effect. If for some reason you don't want it (you're crazy...) just run the program again and uninstall it.

Don't use more than the x2 frame gen, this game gets super messy with the multi frame gen, plus you shouldn't need it. x2 frame gen DLSS4 is just barely noticable tracers if I spin the camera really fast.

THANK YOU for a solution that actually works. I just want to say, it is beyond MADDENING that we have to do this rigamarole just to get a $70 AAA game to not run like complete dogsh. I was going crazy over this and these instructions were the only thing that have helped so far.

Shame on these companies (this game isn't the only one) for releasing games in such a piss-poor unoptimized state.
Guys, who else had this feeling that 60 cap with rivatuner is not smooth?Sir, you think it's better use 2x frame gen. for rtx 5070?I used 4x and it loads up my CPU

Play around with MFG if you want, personally I thought it was making the game look like a mess and 2x frame gen on game ultra settings is already giving me 90-120fps.

I haven't tried it yet with this new supposed RT fix that they just pushed, if we can actually use RT with acceptable frame rate it might be worth it, or it might suck.
