You can safely delete the entire folder. It contains nothing except shaders, and those will be rebuilt the next time you launch the game.
Just being stopped by and say thank you to you, I normally remove the NVIDIA folders related with shaders and run disk cleaner but never thought ProgramData have those pesky shader files, I always thought it is written to my hard drive rather than my SSD.

Hey there. I have to delete those 4 files every time I launch the game for some reason. Otherwisse it sits at the health warning for a long time, then eventually after quite a long time it goes to the main menu. But sometimes it doesn't make it there at all. I've factory reset my gpu and used DDU and reinstalled the newest drivers. Deleted those 4 files. It goes through the shader loading screen as normal. But next time I want to play, if I don't delete those 4 files in Program Data it gets hung up again. Any idea what is going wrong? I even reinstalled the game on my internal ssd. Same thing. Not to mention I'm not getting very good performance when the game is actually running. I'd appreciate some help with this. If you can.
