The thing about the potrait is that he looked so different there, he actually LOOKED like a 1800s headmaster, not some sloppy lazy guy that didn't care about his attire, he just looks like another walking NPC.
He is a Gilderoy Lockhart. The only difference is he usually does the right thing in the end. Even if he complains about it a lot. If the books are anything to go by.
Just because he's the most hated headmaster doesn't mean he has to be evil. Sometimes the people you hate most in power are the lazy ones that don't do anything or make an any effort.
