Is this something Steam does, or is it something the developer has to enable?
Steam can do that and does for other games, but the developpers has to ask Steam for implementing it :)

Nope, the problem here is not accessing the Dark Arts pack, but accessing the game 3 days earlier, a thing you'll never be able to do because your Standard game won't even launch 3 days earlier.
It is insane to me that someone can write up a post and read all the comments that it accrues but for some reason can not take a few minutes to read through a packages contents before making a purchase . . . smh.
Except the OP in question didn't purchase the game. He/She was gifted it and wants to make sure they can upgrade to the Deluxe Edition.
