Report a translation problem
For the dialog it's... pretty obvious. Sebastian essentially says "would you like me to teach you this one?" at certain points and your dialog is essentially "Yes I'd like to" and "Eh I'd better not". Just stay supportive of his endeavors and be a Yes Man and you'll get them.
And I can't confirm this exactly but I believe you can refuse them but then get them later like right before his whole quest arc comes to a close. Like you can have an option "hey before you run off can you teach me the three"... But I haven't done that myself. I just want them as soon as possible because they're fun.
As for the level requirements, they're more like "guidelines" as you (I) can defeat opponents several levels above the MC's level fairly easily. The game is pretty forgiving in that regard as well, and I'm not that great a player. I'll see the game give a warning that "enemies above your level will be more difficult to defeat or impossible" and I have yet to have difficulty with enemies 5 levels above me. Above that, it just depends how much time you want to put into fighting them, mainly, as they're just a lot tougher than you and the damage scaling gets more & more in the enemies' favor the larger the gap.
