There are reasons why the Hogwarts Express shouldn't exist yet, but "a wizard did it" is as good as an excuse as any.
Who is to say there wasn't an infestation that was later rectified causing the forbiddance of importing spiders?
I don't try to question it too much when writers gave themselves and easy "out" with setting it 100 years earlier than the books.

Predators like jumping spiders (think Lucas the Spider), wolf spiders, and certain predatory tarantulas that don't build webs and nests can't waste their energy on things they can't eat and are must less prone to biting. They're smarter. They're thinkers and not just stimulus-response.
I'll catch and release these predators if they wander into my space (and local wolf spiders can get quite large making you have to hit them with a quick squirt of canned air to stun them for catching without injuring them because they'll try to run).
However, a giant spider could eat a person. So, even predatory giant spiders are a hazard. Sure, they'll be smarter than the orbweavers, but a Human-sized creature would still be prey. It would just be more difficult to evade them compared to the sit-and-wait weavers and trappers.

Isn't it possible that Hagrid brought Aragog to a place he knew was already a haven for spiders?
Aragog found a wife in the forest... that seems to tell me there were others.
Other explanation could that spiders ware smuggled in Highlands by Mary Portman, who was breeding spiders in her cellar to get poison, which then eventually broke out. (Side mission: Tangled Web)

this is lore accurate, the hogwarts express was a top of the line train created in the 1800s however wizards used the memory charm then stole it and turned it into the hogwarts express
