try to use the google or cloudflare DNS or even go so far and try a vpn.
if it then suddenly works can you legit blame your provider for it.
fact is, the server is reachable. otherwise would´ve i not gotten all the new added community stuff from the past like the merlin outfit or the askaban prisoner outfit which was an event i think where the community needed to do something x times or something like that.
Just checked quickly and it connects to each of these in this order so maybe try using PING and/or tracert via command prompt and see if you're able to connect to them all?

I just start it up and start the game and watch what connects, it should help I would think

And after this if I press retry on the warning box it just makes one call to 20.242.71.86 - privacy.xboxlive.com.akadns.net before showing the same box again. All the IP addresses have successful pings through the terminal so there doesn't seem to be any kind of IP blocks etc. I'm at a loss as to why a xboxlive API call seems to be the one causing a server is not reachable error.
Have you tried using Windows built in System File Checker tool to see if you have corrupt system files? I would suggest that since that's an easy fairly fast thing you can do first. You can still use the system to watch YouTube or something while waiting. How long it takes depends on your system specs but it normally doesn't take very long like anywhere from ~10 mins to maybe 15-20? The less you do on your system while it's running the faster it will complete but I always watch something on YouTube or whatever while it's happening.
If you'd like to try it, then all you need to do is open a command prompt as admin and copy/paste this line and then hit <enter> and wait for it to complete:
DISM.exe /Online /Cleanup-image /Restorehealth
When it is complete then type in this line and hit <enter>:
SFC /scannow
Wait for it to complete, when it is finished it will either say there's no corrupt files, or there was corrupt files & it repaired them or there are corrupt files that it can't fix.
Assuming the first two, reboot your computer and see if that helps.
If you get the message it couldn't fix them and/or it still doesn't work move on to the next suggestion I have which is to reinstall 24H3 or 24H2 which don't worry isn't as big of a deal as it used to be at all and you won't lose anything doing it.

Oh wait, I forgot to ask.. Did this happen right after the 24H2 update? Sorry I'm using my phone and it's not easy to use Steam forums with it so I thought it'd be faster to just ask things that maybe have been covered already.
Anyway if it did start happening right after 24H2 OR the system file checker failed then you could try reverting to 24H2 or even reinstalling 24H2 just to check if maybe that will do the trick and then if that doesn't work reinstall 23H2.
It's really simple to do now and you won't lose anything or need to reinstall apps/games and so on. The only slight drawback is the downloading of whichever version or versions that you decide to try, and if you have decent internet then even that isn't really that big of a deal.
I'm not 100% sure on the size but they are both likely around ~4GB maybe little less or more.
The reinstall will take as long as it takes to download which depends on your internet speed of course, and after that takes about as long as a normal fresh install which again depends on your system but you can still use your system to watch things if you want until the very end when it needs to reboot and that part takes somewhere around 5-10 minutes before it finishes since it reboots a couple of times but once you get back into Windows you'll have everything still available just like it was before you started the process except now you have a full fresh Windows install.

Edit: You could also, after the system file checker is done and you've restarted, you could do a Windows Network Reset. That only takes like a minute including reboot time.
Also I booted up my system remotely and ran system file checker and the total time was under 4 minutes and I don't have a super fast system or anything. If you do have errors or corrupted files that can obviously make it take longer.
You're welcome! If you want to do a fresh reinstall you certainly can but if you want to save all your apps/games/etc then simply go to Start --> Settings -- Windows Update --> Advanced Options --> Recovery --> Fix Problems using Windows Update -- Reinstall Now
I just did this 2 days ago and it worked flawlessly and was much better than actually doing a fresh install and having to redownload everything and set things up all over again. A few months ago I also did it but that time it would start and then fail a couple of percent into the download but I believe they fixed this problem now. If it happens to you just reboot system and then when you're back in put "Services" in the search box, and then find "Background Intelligent transfer" and if it isn't running, start it manually and then go to Windows Update --> Advanced Options etc and see if that does the trick.
Edit: Also if you want to revert to 24H2 you should have that option available and even if you don't, you can use a USB stick and download a copy from Microsoft for free to make a USB install and you can use that to reinstall 24H2 without losing your apps etc
Ahh ok fair enough, I'm pretty sure it is possible but I technically haven't tried it myself.
Out of curiosity I'll try it myself and let you know. There's a certain way to do it so you don't lose your files when reverting from what I remember, you can't just reboot with USB stick or maybe I'm incorrect. Either way I'll find out and report back just in case someone else reads this thread in the future.

Edit: Was the "Go Back" option not available for your PC in Windows Update --> Advanced --> Recovery ?
Also did you try shutting off your modem and router for a minute or so and then turning it/them back on to see if that does the trick? Be a good idea to have your PC off as well and not turn that back on until both your modem & router are both back online. Probably should have thought of that one first but it didn't occur to me until just now lol
