How do you do the new shop quest?

The news page says it will just start on it's own, but i've already 100%'d the game on my main save and it's not starting.

This is how it started for me: The empty shop is south and a little to the east of the Three Broomsticks entrance, next to the floo flame. A female house elf is standing in front of it. After the update, I got a grey quest marker on that house (you should see it when looking at the Hogsmeade map). When I talked to the elf, she sent me to the shop owner and so things began.
I was in the winter season (after Charles Rockwood's trial) and past level 30 when I installed the patch. I have no idea what are the minimum requirements for the quest to appear.

jivebot it has to be winter and you have to of completed second trial and poppy quest hontail hall

How does someone 100% the game if they haven't done the shop quest?

Because they literally added the shop quest to the PC version of the game 1 week ago, so up until 1 week ago I had 100%.

And the save file did not change to reflect the new content
