Can't get "In the shadow of the bloodline"
I'm level 22 trying to unlock the unforgivable curses and my research says I need to do Sebastian's relationship quests, however the quest "in the shadow of the bloodline" is not appearing despite finishing the prerequisite quest "in the shadow of the estate". What might I be missing?

it will popup when you're ready. Do some story or other quest.

You also have to complete the elf, the Nab-Sack, and the Loom quest. It is a main quest
