You can buy a second copy as a gift, and send it to a friend. You can't use the second copy in any way on your account, but if hoarding gifts is what you're after, that's doable. But you need to buy the gift copy on Steam. If you buy a key at a third-party store, try to redeem it, and you already own the game, then the key will be rejected - unless it contains something that you don't already have, like Deluxe content. In that case, the key would be consumed, you'd get the deluxe content, but you wouldn't get a second copy of the base game, so it's basically just a very expensive way to buy DLC content.
When you want to swap them backup the second set then overwrite them with the backup of the first set.
We do something like this for games that only have one save slot so both kids can play and save thier own progress.
