Well yeah but I need to be able to get to the floo powder thing before I can use it and I can't get there
I should warn you that if it's the area I think you mean, you might want to continue the quests a bit more. If you go to that Southern-most spot too early, you'll find it almost completely empty until after a late game main quest.
You could still unlock the floo point, though.
I had no issue broom-zooming all over the southern area when I reached it after going through the mountain on foot etc, so I have no clue what you could be referring to - but I also was at least half-way point or farther in the main questline, if that changes anything, no idea.
