Do you not get talent points for every level up?
I've unlocked the talents at lvl 19, and when i got the points, there's only 15 points, so it means it either starts giving you these points at lvl 4 or, its bugged.
which is it?

Please also note that level cap is 40, you will not be able to buy all the talents in the game, and there is no respec (unless you install mods).

Plan ahead accordingly.
